    1. A well researched and written "Revisionist" history of the Phoenix program. "Counter-insurgency" has been incubating for over a century since the Boer Wars and in a sense longer than that from the days of Conquistadors. The author concedes that in the early years of American involvement in Vietnam that the ARVN and the Saigon government itself was irredeemably corrupt.
